3.2Maps of China and Abroad that Demonstrate the Nansha Islands Belong to ChinaZhang Aining, Theory and Cases of International Law, People's Court Press, 2000, pp.208-281. The Chinese firstly discovered and occupied the Nansha Islands. The Chinese government firstly exercises its sovereignty over the Nansha Islands. The fact that the Nansha Islands belong to China is demonstrated in a lot of maps of China and abroad where the Nansha Islands is in Chinese territory. 3.2.1 The Chinese Government Reconfirmed the Evident Fact that the Nansha Islands Belong to China by Publishing Maps 3.2.1.1 The Territorial Map in the Qing Dynasty Demonstrated that the Nansha Islands Belong to China through Municipal Administrative District Yu Changhui drafted “Wanli Changsha” and “(Wanli Chang) Sha” in the Coastal Map of Zhi Province, which was on the first page of the preface to his book An Abstract of Coast Defense in 1842, the twenty-second year of the Daoguang Emperor in the Qing Dynasty. Wanli Changsha referred to the Dongsha Islands and the Xisha Islands while the (Wanli Chang) Sha referred to the Zhongsha Islands and the Nansha Islands. It was clearly demonstrated that the Nansha Islands belonged to China in the map. Wu Changfa drafted “Wanli Changsha” and “Wanli Shitang” when revising Geographic Maps of All Administrative Unites of China in the Qing Dynasty in 1904, the thirtieth year of the Guangxu Emperor in the Qing Dynasty. Wanli Shitang referred to the Zhongsha Islands and the Nansha Islands. The drafter indicated that “Wanli Shitang” was a provincial administrative unit in China. Evidently, the map demonstrated the fact that the Qing Dynasty exercised jurisdiction over the Nansha Islands.See Han Zhenhua, ed.
